In his quest to be made an FBI agent, computer specialist Eric O'Neill (Ryan Phillippe) is assigned to clerk for senior agent Robert Hanssen (Chris Cooper) and write down everything he does. Initially told he's a part of an investigation into Hanssen's sexual habits, O'Neill eventually finds that the FBI suspects Hanssen of selling sensitive US intelligence to the Soviet Union.
