After Carmen (Diane Lane) and Wayne Colson (Thomas Jane) witness a violent crime, they are placed into the Federal Witness Protection program. Although they think they are safe for a time, Carmen and Wayne find out that Armand "The Blackbird" Degas (Mickey Rourke), the vicious hitman they outed, and Richie Nix (Joseph Gordon-Levitt), his sociopathic partner, have tracked them down.
