In 1940s China, Sing (Stephen Chow), a small-time crook, is desperate to be accepted into the ranks of the Axe Gang, the most notorious band of thieves in Shanghai. As Sing sets out to prove his worth, the gang wreaks havoc on the city streets, disrupting the lives of the poor, hard-working citizens.
