With four NYPD cops murdered in an ambush and a cop killer on the loose, Chief Francis Tierney, Sr. (Jon Voight) asks his son, Detective Ray Tierney (Edward Norton), to head up the investigation. Even though it looks like a routine drug bust gone wrong, Ray is reluctant to take the case because the fallen officers served under his brother, Francis Tierney, Jr. (Noah Emmerich), and brother-in-law, Jimmy Egan (Colin Farrell). As Ray delves deeper into the case, the evidence begins to lead him to unthinkable truths that force the family to choose between loyalty to the force or loyalty to one another.
