With a vigilante serial killer on the loose, Turk (Robert De Niro) and Rooster (Al Pacino), two veteran New York City detectives, work to identify a possible connection between a rash of recent murders and a case they thought was solved years ago. Targetting criminals who have fallen through the cracks of the justice system, the killer leaves notes on the victims justifying his crimes.
