When a mysterious epidemic of blindness sweeps over a city and panics its citizens, the US Minister of Health (Sandra Oh) responds by placing the afflicted into strict quarantine. Meant to keep the newly blind safe until a cure is developed and order is restored, the plan proves to have unexpected consequences when a renegade patient (Gael García Bernal) proclaims himself ruler of the hospital and his followers take control of the facilities.
