After the American military abducts an Islamic leader, New York City becomes the target of escalating terrorist attacks. Anthony Hubbard (Denzel Washington), the head of the FBI's Counter-Terrorism Task Force, teams up with CIA operative Elise Kraft (Annette Bening) to hunt down the terrorist cells responsible for the attacks. But the bombings continue, and the president declares martial law. The troops marching into the city are led by Gen. Devereaux (Bruce Willis), who will stop at nothing to restore order.
